As for Estonian president he is an American Estonian, he grew up and studied there whose first language is anyway English thus his English must be really good. During his stay in Estonia and after 9 years of presidency one can say his Estonian is better and better day after day but his foreign origin is still perceptible.

Our prime minister speaks fluently french, catalan and spanish. I never have heard him in English. He is not old, so he must at least speak some sholar english.

The only president that spoke perfect English, perfect German, perfect French, perfest Spanish and perfect Catalan was Jordi Pujol. He was a doctor too. Unfortunately is too old.

Can't bother to dig further, but it's apparent that Finnish PM's have been mostly quite adept at different languages.
