The taxes that a country receives are all reinvested in the country or some of them are used for paying the public debt?

Most taxes are spend for social benefits, so it goes mostly into consumption and not investment. Every country uses a small amount of their tax revenues to pay interests. But they don't use tax revenues to repay debt. But if a country doesn't make deficits, the debt mountain to GDP ratio will shrink very quickly.
