"Annoyance" is a minor term for what many Basques feel if you call them French or Spanish.
Inside Spain being "Spanish" doesn't really mean a whole lot.

Pretty much. As a Basque-American I can tell you Spain would not want to lose out on having Bilbao.

There are two countries in the Iberian Peninsula; Spain and Portugal.
Spain is divided in quite a few autonomous communities, and two of those autonomous communities (Catalonia and the Basque Country) have a very active independentist mindset.

Portugal and Spain. Spain is divided in political feuds that falsely purport to be sustained by ethnicity and history. There are 17 self-governments, 2 languages, 4 or 5 phony languages, etc. A big improvement from the 42 independent "cantones" in 1873.
Just politics and money, as if you create a brand new "historical nation" you will receive millions that can place in tax havens.
In the year 1031 Spain was really divided, but it was for real.
I wonder what Basques, Galicians and Catalans will have to say about that!
Spain is a different case than Portugal, the Portuguese(ethnic Portuguese) are one people and have been so for a very long time, the regional differences are minor.

Yeah the vast majority of Portugal's border with Spain especially the towns that border Spain's Extremadura and Castilla Y Leon regions. The conversation in Portugal centers around two cities Lisbon and Porto.
