I believe, but only for the downtowns, if to look for outside the city centre there are everywhere just ugly residential blocks, dirty, and bad roads.

What's striking about Belgorod is that all the buildings are new. This is unusual, and it's because the city was almost completely destroyed during WWII. I must say, they've done a good job of maintaining the buildings in good condition. That does seem unusual. Maybe there was a recent repair project (ремонт).

Go to Smolensk. I saw Belgorod long ago and the city has changed so much I hardly recognize it.

Outside of Smolensk is Talashkino, a sort of outdoor museum of traditional Russian peasant architecture.
