I think there should be more than "white trash" to that "Poor/Working class" subculture in Europe.
I would guess the origins of it should go back to industrialization age - I mean when European countries still had their industries going ( I don't know how much of it has been moved elsewhere.)
For example Russians still have their own industry base, ( as much as it shrunk comparably to Soviet times,) so this "subculture" is still more pronounced there.
