Runners help me find a Christmas
Gift for an avid runner. Thinking about getting a family member pairs of socks that are knee high and used for running when in shorts. Brand, style, tips needed
Gift for young male. Daily runner. Rain or shine and in snow. Runs in shorts usually. Sort of a runner

If this person really is an "Avid Runner", best thing to do is to purchase a gift card so they can choose exactly the type of socks (or whatever) they want. As somewhat of a runner myself, I am VERY VERY VERY picky about the gear I run in (shoes, socks, shirts, etc.). Every other runner I personally know are this way as well.
I'm an avid runner and Swifwick socks has been great for me over the years. During the winter I use their aspire twelve performance knee high compression socks; I get mine for around $20. Best socks ive worn so far, and Ive tried just about ALL of them - subjective, of course.

In this case, like I have said, and even Hawaiiancoconut mentioned, someone who is as into it as the OP claims has more than likely already tried many different types, makes, blends, designs, fabric, etc. and as such probably has a very strong opinion on what they prefer, and just as strong of an opinion on what they DO NOT LIKE AND WILL AVOID. A gift card at a PREMIER running store like Road Runner Sports will allow for them to get exactly what they want.
For example, I personally prefer Feetures (Elite Max Cushion no-show) and R-Gear (Drymax Dry As a Bone med cushion no who tab) running socks. So you see just how specific someone who actually runs can be about their stuff. Just buying some whatever socks at JC Penny or Walmart doesnt really cut it for someone who is really into what they do.
