St. John's Bay from JC Penney has been pretty good to me. They've got khakis and some nice shirts. Go during the doorbuster sales (usually Saturdays from 9 am to 1 pm) and you can get a plain polo for $12. Khakis are around $20-22. That stuff just does not wear out! And if you stick with the classic pieces, instead of trying to go all trendy, it doesn't matter because the pieces will always be in style.
Gotta say, with Old Navy, their prices can be great, but be vigilant on the quality, because it's all across the board. I've stocked up on stuff there for years due to low prices, and I have items that look brand new after years of wearing, and other stuff that's definitely not fared so well. Very inconsistent.
They do not make their own clothes but go out to different factories and buy in bulk. Thus a factory in Malaysia might not have the same standards as one in Indonesia.
I agree that JC Penney has good cheap clothing. Also Kohl's and Target. I had not been to Penneys in years and the last time I went there, I was very surprised at the price and quality. I've even gotten my DH a few pairs of shorts at Walmart which look perfectly fine, and they were about $12.
Of course...which is why you have to be pretty choosy, there. For every item that's a steal and worth the money, you'll find plenty that are not going to hold up, retain their shape, stay sewn together, etc.

Good call on Kohl's...I'm generally a fan, because they have near-constant sales with major discounts.
