Wow so many assumptions being made here! I don't remember reading from the OP that her cousin is too poor for underwear and only can afford good will. For all we know, her parents don't buy her as many clothes as she likes so she asks her cousin. Maybe she really admires her cousin's style and wants to dress like her. Also I dont remember the OP expressing any sort of concern that she doesn't have a enough underwear and needs the OP to take her out and buy her more.
To the OP: I've given my cousins underwear. They all lived to tell the tail. Also, my sister and I pretty much had a communal underwear drawer after a while.
I have already given her all of my too small bras. Her and her mother are somewhat broke, they buy all of their stuff from goodwill and are fairly new to the country.
I think I'll not give her the underwear though just to not offend them or whatever.
It honestly does not gross me out though because there have been a few times when I spend the night at a friends house or forget to pack enough underwear on a weekend trip and my best friend has given me a clean pair of hers.
You can't catch AIDs or anything but I bet you can pass crabs around.

She did say money is an issue for her cousins' family.
