Depends on the face shape. Round face for short ones, and oval face for long hairs. In fact, also many other factors, but I think face shape is the most important one.
That's a big part of it, yes, but the type of long hair and how the guy takes care of it makes a difference, too. If it's going to be stringy and the fella doesn't keep it clean and brushed, cut it off!
I think face shape/jaw line predicate what length, as well as thickness and texture of the hair.
