Hard to say since you are looking right at the camera. Your eyes look a little sad. Might be different if you smiled, or "smiled with your eyes" so they looked a little brighter.
I like your eyes! They are very beautiful and have a lot of character, I'd give you a 10! But if I know human nature you may continue to dwell on what's "wrong" them. Eye exercises DO work if you are consistent, but be careful because you may not be satisfied once you get the results because then you have tweaked what is uniquely yours.
