I'd recommend to stay away from black pantyhose because it's too much black. You are not going to a funeral, after all. Sheer nude is better. I'd say yes to the headband, but I'd chose different color of shoes. If I were in your shoes I'd chose red shoes and pair it with red lipstick and a red necklace or bracelet. nice contrast

Never ever in my long life have I read or heard anything at all about not wearing dark hose with a sleeveless dress. In my usually well-dressed opinion it is not a fashion no-no.
I have a black, sleeveless, mid-length dress very much like the one at Sleeveless Double-Knit Dress - Dresses - Kenneth Cole to wear for a recital (all black attire required). I will be wearing it with plain black flats.
Though this is probably fine as-is, would it look funny to wear sheer black panty hose with it? I think tights/hose are kind of cute, but I fear they may not balance so well with sleevelessness and/or the longer length of the dress.
As a bonus (and possibly dumb) question, can 21 year-olds wear headbands in this day and age without looking funny or like a preteen? I'm kind of considering adding one of those to the outfit, too..
I like the head band and the black tights. A touch retro bohemian, but still classic.
I will say that I'm originally from NYC and we wear a lot of black. Sheer "hose" are passe almost everywhere, though.

The OP was asking for advice about what to wear to a recital. Its required that she wears all black, this includes her shoes. Its probably also prefered that she wears more neutral jewelery and hair accessories.
Gig'um Aggies I'm a 70 year old man that has no idea what you should wear but I'm sure you'll look wonderful at the recital.
