I'd recommend to stay away from black pantyhose because it's too much black. You are not going to a funeral, after all. Sheer nude is better. I'd say yes to the headband, but I'd chose different color of shoes. If I were in your shoes I'd chose red shoes and pair it with red lipstick and a red necklace or bracelet. nice contrast

Never ever in my long life have I read or heard anything at all about not wearing dark hose with a sleeveless dress. In my usually well-dressed opinion it is not a fashion no-no.

The OP was asking for advice about what to wear to a recital. Its required that she wears all black, this includes her shoes. Its probably also prefered that she wears more neutral jewelery and hair accessories.
