Well, I am assuming when you say "size", you are meaning men's standards as in inches. If you mean you are a women's size 30, then yes, that is overweight if using the typical size charts.
But if it is the men's measure, then it is not nothing really, you just are not overweight. Not underweight though trending on the slim side.
Rule of thumb, health wise, is waist should be less than half your height.

Absolutely. Steve Reeves had a 30" waist at 6'1" and was known for a phenomenally small midsection with underdeveloped abs. Look him up if you want to see someone with that size waist who is not super skinny.
