Bought 9 gal Fluval Flex, filled it with water and let the water circulate for 5 months before adding 10 Cardinal tetras and 3 minature catfish,while the water was crystal clear before the addition of the fish now after a month the water is somewhat cloudy,is there something i can do to return the tanks water clarity?

Eight cardinals per 9 gallons would be a-ok even without the filter or even any circulation.
If "cloudy" is lightly milky-white, that's a completely normal part of establishing a healthy nitrogen cycle and should go away within a week or two.
If it's more greenish - as I'm sure you know, it is an algae bloom, and it's really easy to deal with by simply reducing the lights-on time.
Unless your fish looked stressed out or start dying off, it's nothing to worry about.
Have you resolved this. I have similar problem. Try to change third part of the water every week.
I cut back on amount of fish food from a big pinch to a small pinch, water has now cleared up nicely.
