We looked really hard at Sedona and Tucson. We like small towns. We also like Tucson.

My pick would break on this: weather.

If you are moving to live full time: Sedona.

If your moving to snowbird during the winter: Tucson.

Since we snowbird we ended up about a hour out of Tucson. Small town, but close the Tucson. The weather tends to be a little cool during December and January here. If you down for five months....losing two to cooler weather is an issue.

If you are moving full-time the two months don't matter. Worse, come to worse those are good month to travel, particularly January.

As others have mentioned I would live outside of Sedona, but as a single person Sedona might be a better pick on that issue.

Weather: If you can handle 100+ temps for months on end in Tucson, be my guest. Tucson is dusty, hot, and kind of dirty.
Sedona is cooler, cold in winter (though Tucson can get very cold too), and although things appear cleaner, there is a transient-type population there that many people might find disagreeable. Not to mention the cost of living in Sedona (housing wise) is very pricey.
Like the previous poster said, you will need to spend time in both locations to really get a feel for it. The hiking opportunities in both places are decent (more in Sedona), but you'll be hating life hiking in Tucson in July/August. I went hiking in Sedona in late July, and it was tolerable.
Spend time in the winter AND summer, just so you get a feel for all climates.
