The frost line runs just south of Tampa so anything under that imaginary line will be much more tropical and warmer. It rarely freezes for any length of time under the frost line.

Inland and south.. Having said that, once we hit the time of year when it doesn't cool off at night, it can be pretty unbearable for the uninitiated no matter where you are..

agreed. Inland is key. I've honestly had better summer days in Miami than in Gainesville, FL. The inland areas (like gville) tend to get colder in the winters and hotter in the summers since they aren't near an ocean which generally tends to moderate things a bit.

where does Indian River County fit in regarding the topic of "warmest cities"?
I am also wondering if the newer homes are well insulated from humidity?
Any recommendations on builders? (or comments better or worse)
We are looking for gated Under 55 in the safest area with easy ride to beach.
Thanks in advance if you might answer one or more of these questions.

Excluding winter?

Well, I suppose if you're going for the "so hot and humid in summer I can barely breathe" feeling, go for Orlando or the Florida Heartland. No ocean breeze = no moderation of temperatures in summer.

Key West has the warmest AVERAGE temps of 77.7.

Really depends on what you mean by warmest, I am thinking you mean temps. Then you can toss in any day at any location with the temps, wind etc and you can see no pattern that makes any sense at all.

The shocker would be that Monticello, Fl has the record for the highest temp ever recorded at 109. Monticello is close to Tallahassee and within 30 minutes of the Georgia border.

Like SW stated, if you want to be warm year around make sure you are below or close to the I-4 imaginary line many talk about and you will be guaranteed to cuddly warm for 95% of the year. Which for me is a good thing.
