Lots of states require that you have a power line run to your home.....that doesn't mean you have to USE that power.

What does being a convicted felon have to so w/ anything? So what?

Your water bill is water and sewer. Also the property owner pays for their home to be connected to the sewer line. I've been looking at homes where they have septic and well water and when they connect you have to pay $10s ot thousands of dollars for them to hook you unto it. Many places it's an assessment that's put into your taxes, but in some places you don't have a choice, if they switch over, you must oo. Also the water pipes from your home to the sewer are your responsibility and should they break you have to have them dug out and replaced.

Convicted felons, like most criminals, usually have a history of poor decisionmaking and lack of interest in being a productive member of society.

That's why 'criminal past' is often brought up in court. It shows a pattern.

That's what it has to do with everything.....

You are generalizing. My husband is a convicted felon...HOWEVER...it was all from when he was 18 and younger. He is in his late 30's now and is a productive, law abiding citizen, great husband and father. Just because you are a convicted felon doesn't mean you stay a bad person or follow a pattern. Granted, this woman's case is obviously different but please don't generalize.
