Most places in FL are very well kept, sure there are some ghettos but that exists everywhere.

Perhaps FL allocates most of its money to infrastructure?

FL has much better infrastructure than CA? Most with any knowledge of what infrastructure means, as well as those lacking in some political agenda would disagree. If referencing highways and public transportation alone, CA blows away FL.

I disagree as well. Florida's public transportation is poor to nonexistent compared to California. Some of what you might be seeing is the simple fact that much of Florida was developed late when air conditioning became more widely available and it is therefore simply newer. But I lived in both places and can't say Florida's infrastructure is better than California's. Look at all the drainage problems in the Tampa Bay area. Also, I'm not sure that "well kept" is equivalent to infrastructure. Although which state is more "well kept" is debatable and hard to compare since both are so large with multiple urban centers.

I think it is regional. Some cities have terrible, inadequate roads, sewers, etc. and others are amazing. I live in a terrible area currently - way too much overbuilding and infrastructure that was behind decades ago let alone now. Moving to a much better area in the coming months.

I think you would have to be more specific by what you mean. But my upkeep, perhaps it's about the landscaping and upkeep of areas regardless of the income-level of the neighborhood?

I don't have experience with California, so I cannot make a judgment. However, I have seen Florida ranked high on the quality of its roads. Quality meaning having a smooth ride.

Nope, born and raised in CA and the roads are bad and getting worse. Some work done but not as good as FL.

Oops, billions spent in CA on High Speed rail and absolutely nothing accomplished except a LOT of money in contractors pockets. A few areas are fairly well maintained, primarily where the big money lives, but the roads in general are a mess. Watched year after year when pot holes were filled in and a year later the holes were back and ... the same company got paid for filling them in again and ... a year later they were back.
