South Florida (from Miami to WPB) certainly does have tons of traffic and can feel a bit “rat racey” but IMO, this area is the best Florida has to offer in terms of opportunities, amenities, entertainment etc and all ranging from hometown/grassroots to very upscale…it’s the 1st tier metro of Florida. With that said, I do find St. Pete appealing…my best friend had a townhome right next to (literally steps away) Tropicana Field so I do have a bit of experience with the area (drunken nights downtown lol). However, with the OP’s requirements, I don’t think it would be the best fit (large and thriving West Indian community).

I find St. Pete to be a nice “pit stop” after undergrad or someone seeking a beach life experience at a lower cost (i.e. retired people, recent graduates). It’s not a “complete” city in my opinion (decent downtown though) and I find it age specific, not a place one can “scale” so easily as they transition throughout life. No hate, just my observations.

Now, I live in St. Pete.
TOTALLY different vibe than south FL.
It actually feels like a community. Downtown St. Pete has everything. Cool restaurants, bars, nightlife, funky/artsy shops and galleries everywhere. It's a lot more "bohemian" than anywhere in south FL. Definitely an artist community here. More "hipstery" than south FL. St. pete is affordable, but it's getting more expensive every week, plus you're in close proximity to everything in Tampa and close proximity to everything in Sarasota. Can't beat it IMO.

Having spent from 2002 to 2018 in south FL-- i know it well. I have gotten to explore a whole other side to FL and it's definitely St. Pete is less crowded and "rat racey" feeling. More chilled out, relaxed.... However, Tampa has an element of rat-race...like any city does really.

South Florida, especially on the east coast, does feel quite different than central west Florida. You have to see which "vibe" feels like you.
