I'm not picking on Asian restaurants, but it seems to mostly happen at Asian places. Do you notice that where you are?
The biggest culprit is meat. I'll be tucking into a chicken curry, for instance - the outside is hot, seems like there's no problem, but when I bite into the chicken - it's cold! Sometimes not even room temperature, but cold! I've complained about it before and they don't seem to make a big deal about it. Apart from being unpleasant, I question the hygiene of it. How long has it just been lying out? If it's left-overs, they should be keeping it warm. Sometimes I suspect they just haven't micro-waved it long enough, as it's common in cheaper eating places (any type of food) to just microwave precooked food.
I experience this even more all throughout Asia. No matter what country, no matter what type of cuisine (except maybe Indian food) it's common to get served hot food cold. Many of the street stalls leave their food out like the whole day so by the time you eat it it's cold. I wonder if it's a cultural thing. Like they don't mind eating cold meats that aren't designed to be cold (I'm not talking actual cold cuts, or cold turkey or something).
I'm Asian and I was born and raised in Hawaii. I cannot say eating cold meat is a cultural thing. In fact, I haven't really had the same experience as you, the food I've been served has been served at the correct temperature.
the only foods that I have had cold at an asian restaurant is cold sesame noodles. it's supposed to be that way. As for meat it's never been coldwhen i have had it.
I've never experienced that at an asian restaurant. The food always tastes freshly made, so no reason there would be cold spots in it.
Sometimes there will be cold spots when I microwave leftover takeout food that's been in the frig. But that happens with all types of food, not just asian food.

On a couple of occasions I've ordered subway and the tomato was still ICY. I'm not surprised subway would freeze tomatoes, but they didn't even defrost them properly before serving. Mashy texture too.
I've never had something like this happen. Maybe the entire dish served cold, like it had been prepared and not served in a timely manner. When this happens I always send it back.
I don't think I've ever had tomatoes served frozen, even at Subway. YUK! I wasn't aware that tomatoes could be frozen. I can't imagine what that would do to the texture. Just putting them in the fridge is bad enough.
