Seriously, this would be solved mathematically, based on surface area of tongue, amount of saliva available, as different people have different amounts of saliva, maybe even the amount of humidity in the room, if the Tootsie Pop is being licked inside or outside, amount of wind, there are many variables here....
I actually did this many years ago just for fun. It was well over 100 licks before I got to the center. I didn't have another Tootsie Pop for a LONG after that.
I haven't had one in many years but, I'd guess, a lot longer than it used to. The tootsie roll center has probably been downsized like so many other things.
Haven't had one in years, but I think I could do it in 50 licks.
