Put broccoli into water; water turned cloudy immediately (vegetable, steam, boiling)

This happened to me last week; I threw the broc out. Just happened again. When I buy broc, I get the crowns, and if the head is a bit wilted, I cut a sliver off the bottom stalk, and place it in filtered water (the same water I drink). When I did this last week, and today, placing the broc in the water resulted in the water turning cloudy. Funny thing is, I did not submerge the entire head - the only part that was in the water was the bottom 2" of the stalk. Has anyone seen this before?
How long before it started being cloudy? An hour? A day? Three days? A week?
Up to a day, I would just consider it as sugars and starches coming out of the stem. If it starts developing around that two or three day time, then it more likely is bacteria blooming. I wouldn't toss the crown, as cooking will kill any bacteria. (I wouldn't use it uncooked at that point.) I'd probably cut off the part of the stem resting in the schmutz.
Also, how long since you changed the filter cartridge on your filter? Carbon based filters need to be replaced between 60 and 90 days max. What is being held in the filter (filtered out of what goes through the filter) makes a great growing media for bacteria.

Thanks for that. That cloudiness is not the cloudiness I was seeing, however.

Was the water boiling, near boiling, rolling boil?
Did you try placing the crowns in the pot of cold water and then boil? Did you see cloudiness?
