I looked it up online and there are some wine appraisers up there. Even though they may not be located near where you live I'm sure you could give them a call.
Well, this is not the premiere grand cru classe Chateau Latour, which could be worth thousands if properly stored. It is from a bottler who had problems in the seventies, and is now considered a decent, if not great wine.
Buying wine from strangers and not knowing how it was stored is a risky business.
Still, best of luck in your efforts to establish a value.
Your best bet might be to contact a sommelier or wine steward. They can tell you all sorts of information about growing conditions in France in 1923. Should be able to give you a value and answer your questions.
