The difference is that soda can be dispensed almost free. The cost of a refill if cola is only a few cents, so it costs the restaurant almost nothing to allow free refills. The cup probably runs at least 5 cents each, and can be refilled for maybe 15 cents.
since some of the restaurants allow unlimited refills on soda/water should they also allow unlimited refills on milk and juice?
Well... Some do provide free refills on those beverages. I'm thinking Golden Corral Buffet here.
But others don't.
So I guess each individual restaurant is free to do whatever they want to do. And that sounds like a pretty good deal to me.
