I've seen video footage of buckhorn and Big Thompson washed out, but no news about the Poudre. If it is, is it above or below Rustic?

visit the larimercounty virtual court house. It shows the road closures. Currently Hywy 14 (pourdre canyon) is closed and the opening is TBA like all the rest of the flood related closures. It has one section where the road is down to one lane and seems to be intact otherwise.

Also youtube "Sheriff smiths flood survey" Personally I have not seen much video of the Buckhorn if its out there please send me the link.

I have a friend who lives in the Lower Poudre Canyon and they were allowed to return home on Monday, with an escort. They had no water damage to their homes, which sits pretty close to the road. The lower portion of the road is passable, but not open. I believe they are keeping it closed until they inspect the whole thing to make sure the rive did no hidden damage. Videos showed that there was quite a bit of debris washed across the road in places, so that needs to be cleaned up before Hwy 14 can be opened. The resources that could be used to open it may be in use elsewhere where there is a higher demand.

At 6:38,
this video shows some of the Poudre Canyon Highway at the Greeley Water and Fort Collins water department intake about 6.5 miles west of Ted's Place. You can see q bunch of dirt on the highway, but it is not washed away like the others farther south.

Has Horsetooth risen back to its full level as it was only about 60% prior to the floods?

No. It rose some, but little of the water in Horsetooth comes directly from runoff. The drainages above the reservoir are not that large. Most of the water is pumped in through the Colorado Big Thompson Water Project. I read that during the height of the storm last week, water was being pumped into Horestooth from Lake Estes to help relieve strain on that lake and the river below, but the capacity of the tunnels and canals is not enough to have filled Horsetooth in the relatively short duration of the storm. Also, Fort Collins switched their city water supply to Horsetooth from the Poudre River during the storm due to the silty conditions in the river. The domestic use was drawing the reservoir level down while is was being filled at the other end.
Additionally, there may be water law issues. If CBT does not have senior rights and they have already taken their appropriated amount, they would probably not be able to take additional, even if there is excess to the point of flooding.
It is typical of Horsetooth's water level to go down in late summer and be low through winter.

Here is a slide show of the Buckhorn. Looks like much of the road was washed away and replaced by the river.
