First look in the meter box there is a valve just before the meter, if that is open then walk around the outside of the house looking for a valve on the main water line coming in. If you can find one I have no other advice.

I had the same problem. Being from up north I didn't expect the main shut off valve to be outside the house. It was right under the outdoor spigot.
