Are there any safe neighborhoods in fort worth that don't have ridiculously high rent (as in over $900) where you can walk to bars and shops?

Default No

Ft. Worth, just as Texas in General is a car country. Most neighbourhoods don't even have sidewalks. Best aera maybe in downtown, but probably high rent there.

There really is not much. You might try Fairmount, which has a small restaurant/bar scene on Magnolia street nearby. Its relative safety may be debatable; I personally think it's fine.

I dunno about that. The area between Allen and Magnolia isn't a place where I would want to walk at night. A friend of mine get a bullet hole through his van driving through there.
