I sometimes need to take a cab to work. I have always been generous but the rates have gone up and now I'm not feeling so generous.

What is a percentage that you would tip? 20%?

Move to Singapore. Cheap cabs + it is illegal (discouraged) to tip. Good public transit too!! (and nicer than NoVA this time of yr!!!)

If you have kids, they will be well educated and be able to speak a few languages, making their future income streams very attractive. (and even learn to play the piano by primary 5)

I usually tip 20%. Although being in NYC, if they are going from one borough to another, and do so without a complaint, I tip a bit more generously.

I used to tip 15%. My parents (who were very frugal) told me it was 15% and I didn't know any better so I did it for years. Then my ex became a cab driver and I learned different.
