I have a 10 year old 28 inch riding Snapper mower that I got second hand. the belt looks loose and I was wondering how to tighten the belt. The mower also does not seem to want to move in 1st gear and maybe they are connected.

Buy a new belt.

If the problem persists... get the manual and follow the maintenance and adjustment protocol.
Give the engine a good tune up and sharpen the blades too

Correction: I apologize. The belt turns the blades but my problem is the mower will not move forward in first gear, it will move in second but not first. I had it in the shop and they replaced the clutch disc but still will not move in first gear. Ideas please.
