any thoughts on using a trash pump to pull out of the river about 400 ft away from the truck patch....I want to use a standard garden irrigation unit {TSC,Gemplers Etc}.Can I reduce the pressure enough and what is best to use to do this ?Thanks

What height is the lift? I use a couple of pumps to pull creek water up to our cistern. 3/4" black poly pipe but the lift is about 100' and run about 300' so I need all the pressure I can get. Gas powered pumps are a pain, and costly to run. It is far better to go with electric if you can. Tape your 12 AWG extension cords to the side of the poly pipe (don't even consider standard garden hose - it is too small a diameter and too prone to leaks), try to run it elevated if possible to avoid deer and other browsers. You could get a pressure switch, but it is simpler to just install a T fitting and a valve, and keep the valve cracked open so pressure can't build too much. You will want to remove the pump and stuff before any gully washers.

Is it legal to take the water? Every drop of water in this country belongs to someone.

In some parts of the USA, you can get in some serious trouble by taking water that you don't have rights to.
