Looks like a shrub of some kind. And not a very attractive one.

Even if it is an official shrub that doesn't mean it's not a weed. If that were gloping up my front yard for no particular reason in an awkward place, I'd dig it up. Just like a weed. It's not pretty, it's out of place, it doesn't need to be there looking all ratty.

OP if you're talking about the dark green bush, that looks to be a ligustrum, Japanese privet. Classification for a weed is any unwanted plant. Ligustrums are widely used for hedges, but can be trained into a small tree.

Looks like a privet and in the midsouth they are weeds. There are different variations, though, some very nice like the weeping privet. They have sickly sweet flowers in the early summer. They sure can grow to be a great blocker of unsightly views!! They can take over, too. I'm not overly fond of them.

wit nit and hunterseat are right.
That there is a privet.
You can train it to be a tree if you want. It's not hard, wait til next spring and look on google
on how to train a shrub into a tree.
Great privacy shrub if you need a little privacy.
Requires little care, just trim it to keep it looking nice.
I wouldn't get rid of it.
Unless you want a particular tree there, it's really personal choice.

Others are right, and it can be invasive depending on location. It does flower very pretty though.

I haven't found Japanese privet to be nearly as weedy as Chinese privet.
