Does anyone know what this plant is? It has a fairly strong odor when I roll the leaves between my fingers:

I noticed those little critters.

Whatever it is, there's a ton of it in my herb garden. I inherited the herb garden when I moved to my new place, so I'm not sure if it's something that was planted or just a weed.

I don't recognize it as any kind of herb I've ever seen.

Same here. It resembles mugwort, but I'm not certain.

Whatever it is, white flies just love it!

Maybe it was planted as a trap crop?

If it's not in your way, just leave it for now. It's bound to bloom sooner or later, when it does, it will be a lot easier to identify.

It's either mugwort or wild chrysanthemum, both look similar, with a bad case of white flies.
