It was a gift from someone and we knew it would not start. They had changed 2 internal springs related to combustion (?) and sprayed the carburetor with carburetor spray and installed a new plug. Troy Built XP model number 12AI836M011.

Are you getting spark ? Carburetors are designed to be replaced these days, and are not all that expensive.

If it has a KILL switch, make sure it isn't shorted out. That happens more than you'd think, and it's overlooked by almost everybody.

Fuel, compression and spark at the right time.
One of those 3 is off.

If this is a brand-new one...it should work fine. Just return it back to the store. I bought a brand-new troy-bilt from Lowes and it just wouldn't start. Yes I had fuel,oil all in it. .Pretty much got a lemon.

Not new and given to us by the previous owner since it would not start for them. They tried two new springs and a carburetor cleaning. We took it off their hands to see if we could get it started. Typo error as it is spelled Bilt.
It's got fuel and we can try fresh fuel and it has a new plug. The previous owner changed the springs which he said was involved in compression.
Never heard of a kill switch and we can look into that.

Kill switch means on/off.

Interesting problem.
Buy an in line ignition spark detecter. Any auto parts store will sell you one for about 10$ or less, but here's a link.

That will put the "spark or fuel" argument to rest.
Than at least you will know which route to take and therefore which questions to ask.

Many small engine problems I encounter are fuel related since alcohol mix is the ONLY fuel sold at the pumps in my region.

My brother picked up a like new 23 hp riding mower for $150.

The mower belonged to the seller's father and they were settling the estate... no one could get it to run right and had a hard time getting it to run at all.

Borther spent $85 for a new carb and battery... that was 3 years ago and runs like a champ.

The reformulated fuel has been a boon to the mower shops around here!
