I live in Virginia Beach, VA and in one corner of my yard is a rose bush.
I don't think it has been cut back in years (it is as tall as me) (5'4").
Someone told me February....any advice would be helpful.
It depends on the rose but generally cutting back in the late Winter/early Spring is best. If you do it now the rose will send out new growth that won't have time to harden off before the freezes, even though you're somewhat mild where you are.
I was told to cut back in fall then wrap up in burlap. so is this wrong? (I live in Pa)
When I lived in PA I did that too. The OP lives in southern VA and her/his climate is way milder than PA's. My climate is similar and if I would prune now I'd have new growth within a week.
I live in oregon zone 7 and here you prune half way in late fall, then really clean house in late january or feburary..If it is really over grown, it would hurt it one bit to cut it back a bit now..
In your final pruning really go after the dead wood and clean it nicely , you'll be surprised at how much new growth you get next spring and flowers too.
