I have been trying to find a place to move that has a really good art communty, young people and places to go. i live in a very small town and i want out. so if any one could suggest anything it would be great. somewhat big citys so ican have things to do but without the hassle of a big city. i also don't have a whole lot of money so somewhere somewhat cheap renting starting at $700.

My first thought was Portland or Seattle but not sure about that since those places have high cost of living. Asheville has a great bo-ho scene. I have also heard great things about Nashville. Chicago is a great city but of course expensive. Madison, WI is nice too. Most major cities have their newspapers on line, you can look up rent that way. What sort of work do you do? That is a huge factor as well.

Where ever you go, it might be wise to check it out not only the stats online, but go there a few times, meet people, talk to them, feel the job market. Look at whether you can handle the weather conditions all 4 seasons, cost of living and local wages, then check out the neighbourhoods you might potentially choose. Dont do spur of the moment, you might regret it.

My thought was Asheville too but I've heard the cost of living can be more than average.

Northampton Masssachusetts for artsy and young people. But there are so many college kids and graduates still hanging around and not wanting to leave that there are few jobs.
