This type of crap has happened here in Milwaukee more than once, in our lovely, diverse Northside neighborhoods. You can easily figure out who (or what) the perpetrators were...

I agree, weather does have a powerful effect on people. (myself included) That is why I am looking to get out of Portland! It is sad because, when it is actually nice in the Northwest, it is nicer than about anywhere on earth. I just can't take the gloomy winters here.
