What (affordable) cities are the best for living downtown and walking to work/shops/stores with necessities? Do any exist other than NYC, Boston, etc., which are far too expensive?

It depends what you consider affordable. Seattle and Portland are both FANTASTIC cities for walking, but I dont know if they are "affordable"... compared to NYC they are.
Center City, which is what locals call Philadelphia's downtown, is a walkable two square miles. By Northeastern standards, Philly has an affordable cost of living, at least compared to NYC, DC and Boston.

I was actually very surprised when I looked at property listings in Portland, especially how reasonable some house barges were, I just don't think I'd do well given the lack of sunny days from what I read
Burlington VT has won all sorts of awards for this and related aspects. There's a thread at the Vermont section of the board called What's so great about VT, at which I've posted some of the many awards.
