I can't speak for all metros in that range in the south, but here in Jackson, the downtown was pretty empty (after business hours of course) for the past 10-20 years, but it is now picking up rather rapidly. There is currently $1.6 billion in downtown development going on in Jackson, and a good portion of that is going towards urban residential development, which Jackson has not seen much of in a long time. At one point there were less than 50 people living in downtown, but that number has been consistently increasing over the past few years thankfully.
