Yup, my vote goes to NYC cops. They have bigger fish to fry and don't have time to molest citizens over minor infractions. I once got pulled over by L.A. cops for running a red light - on a bicycle, in a suburb, on a tiny two-lane road that ran straight for several blocks, with no cars in sight as far as the eye could see (other than the parked cop car!). The chased my down with flashing lights and siren! Ridiculous. NYC cops won't even bat an eye over such bs.
In Indiana, I've seen them pull people over in black Chargers with tinted windows.
I've also seen them use Ford Mustangs, Ford Explorers, and Chevy Impalas. You can't trust anything these days!
Hah - I looked out the window one night in Manhattan and four cops got out of a taxi to investigate a vandalism on a parked car. The taxi had those temporary red/blue lights, too...
