The environment should be fostered, but personal well-being shouldn't be stepped all over either.
Balance.

Default $27 Billion...$2 Billion more than the largest estimates...

I am especially fond of the comments on the statesman.com page which insist upon blaming any and all of the state's fiscal woes on those d*mn illegals. Is illegal immigration in Texas something in need of attention? Of course it is. But so too are the individuals who are gleefully and willfully taking advantage of illegal labor to wash the dishes of their restaurants, clean their office buildings at night, dig the ditches on their jobs, and watch their children. Were llegals the ones who lobbied the governor for a property tax cut, and who offered him the solution of "paying" for the cut with a business franchise tax which has failed to produce the equivalent funds to offset the cut? They're very clever those illegals.

Comptroller Susan Combs on Texas Revenue Decline
by Elise Hu, The Texas Tribune

In a press conference announcing a projected $72.2 billion in state revenue in 2012-2013, Comptroller Susan Combs explains why her previous estimates have been off target.

And where is Perry? Why, playing his fiddle of course.

But alas, some things (deficits, if not opportunity, per se) do trickle down, even in Texas, the land of "opportunity."
