Here in Kentucky I'd vote for Cloverport. It's a tiny town (population 1,200) but is home to hundreds of ornate Antebellum buildings

I don't have any pics, but you can do your own exploring on Google Street View

Most cities are on a river in Louisiana. Possibly Lafayette, but it isn't centered around the Vermillion River like NOLA, Baton Rouge, and Lake Charles (sits on a lake called Chalres that dumps into the gulf).
Maybe Monroe, one of the smaller metro areas in the state and is VERY overlooked because first, it is in north Louisiana, and second, Dallas, Shreveport, and possibly Memphis have sucked the economy and life out of the city of Monroe, La.

Perhaps Carthage for NY. Nice "Main Street" type of community on the Black River. It's pretty close to the Adirondacks and 1000 Islands too.
