Of course cost of living varies per state, blah blah blah; this question is more asked out of curiousity.
I'll hazard a guess and say either the newer suburbs of Phoenix (Surprise, Gilbert, etc) or Las Vegas, Nevada. I couldn't give you a price quote, though.
No it isn't. There are a LOT of places that are cheaper to buy a place than Pueblo. Maybe second cheapest in CO, but not the US.

The Pueblo metropolitan statistical area in southeastern Colorado is a regional transportation and retail center. Major employers include the Parkview Medical Center, public schools, and county government, according to the Pueblo Economic Development Corp. The cost of living in the area is the second lowest in the U.S., mostly due to low housing costs, which C2ER estimates are nearly 30 percent lower than the national average.

Ah... but this is different than you initially posted. You posted that it was the second cheapest place to buy a house, not second cheapest in COL which is totally different.
But when you look at something more than a magazine article and try real numbers for different places you can very quickly prove the article wrong. I only looked at 3 different cities this morning along with Pueblo, the numbers are:
Pueblo: COL is 93.7% of the national average and average housing costs $118,700
Grand Rapids, MI: COL is 86.5% and average housing $117,400
Lansing, MI: COL is 85.3% and average housing is $98,400
Abilene, TX: COL is 83.3% and average housing is $92,900
All of which are lower housing cost AND lower cost of living than Pueblo. Lansing and Abilene are about the same size as Pueblo, with Grand Rapids being almost double in size. With anything more than a 2 minute search, I am sure somebody could list dozens of places that have both a lower cost of living AND lower average housing prices than Pueblo has.
