Nevada and Alrizona should be included as well as parts of California. We still have a few real cowboys here in Colorado too. The most cowboy? Wyoming/Montana and of course Texas.
I think Wyoming wins this contest easily. As for Texas, the percentage of Texans employed in farming or ranching has plunged over the decades; it's no longer much of a cowboy state. Unless you count the "fauxboys" who dress up like cowboys without actually having done ranch-work. In that case, Texas has plenty of those.
Yes, not as many percentage wise are employed in farming/ranching as in the past. Show me a state that has not seen contraction in that industry?

Stephenville and Bandera, Texas are known for their Cowboy traditions and ranchers.
There are three big rodeos in Texas annually.
Some of the most renowned boot makers, western jewelers and hitmakers are in Texas.
Only on C-D would Wyoming come out ahead of Texas in a poll like this. The average American would say Texas off the strength of the Dallas Cowboys alone.
