Kind of like a reality television show, only in real life. Actually, it's people who enjoy watching large groups of other people and studying their various appearances. Creepy, I know.
I people watch pretty much everywhere. Typically just to see interesting quirks about people, notice trends in what people wear and what products they typically have, or just in general eavesdrop on what people typically talk about.
At one of the malls I go to, there's a bunch of old guys who sit in the center of the mall and just talk to each while people watching. I've never actually taken the time to listen to their conversations but I've always had the urge to. Then if I find one mall boring then I just go to another one that has different types of people or go downtown.
I don't see what's so odd about it. You learn a lot about your community by watching the people who populate it.
Key West at about 1am on a Saturday night is the best place for "people watching." Grab a slice of pizza and (another) drink and watch the crazy mix of tourists, locals, frat boys, and freaks go by. It's hilarious! Definitely not new or unusual. It's probably the number one activity in bars and nightclubs everywhere.

It's not "new" at all! People have been watching other people since....forever. It's what people like to do -- it's why we go out and spend $50 on food or drinks when we could have it at home for $15.
Yeah this is something people have probably done as long as there's been cities. Some elements of anthropology or sociology may relate to it even. The song "What a Wonderful World" by Louis Armstrong could even be said, after a fashion, to relate to "people watching."
I suppose it can be creepy, like if you are watching a scene of people for nefarious reasons. But even if it's not something I do much it doesn't strike me as creepy.
