Minneapolis: The Chain of Lakes -- thousands of people walk, run, bike, skate, etc. around them at all hours of the day, 8-9 months a year, and in the summer most women are in bikinis and there's a beach where you can (semi-legally) drink and hang out and party. Pretty fun for a big pond!

In Norfolk, Ghent would be the best neighborhood in general. Ocean View has a lot of characters too. There's also Granby Street in downtown (especially on a Friday or Saturday night), and Town Point Park.

Virginia Beach has the Oceanfront and the various beaches (North End, Sandbridge, Chick's Beach) that usually have a lot going on.
