Is there really a big reason to believe Baton Rouge will pass 1 million? I mean it got a big pop from Katrina, but that is unlikely to be replicated any time soon.

Also, I think Albany will get there before 2040, as the CSA is already over 1000000.

It has steady growth and new industries coming to the area. If the state takes advantage of the Panama Canal opening then yes, if not then the MSA should be right under 1m.
