In St. Louis yes, here in Paris though, not so much. My apartment doesn't for one... Places that have AC often advertise it for tourists.
Paris, France, correct?
I stayed in a hotel in Paris for like 3 nights on a tour and those three nights were the hottest I've ever had to force myself to sleep through lol. It was in late July I think, but not completely sure. I couldn't believe the hotel didn't have air conditioning. Thought I was going to die lol.
A/C isn't guaranteed when you get an apartment like down South (there it's central air), but if summers like this become more common, they probably will. I wasn't planning on getting an A/C because I thought I would be able to handle a typical summer, but because of this current heat wave (mid 90s) I bought one.
Virtually everything here has A/C. Only the very poorest of the poor don't have it here. Most older homes that were built before the invention of A/C have either been retrofitted or have window units.
I can't imagine living here without it. Last summer we had 60+ days over 100. This summer we've already had several days over 100, and the forecast is for 98 for the next several days. In my house it usually runs from late April through mid to late October. Homes here are not even built to have the windows opened for cooling. In my house, the windows in the living room, dining room and study are not made to be opened. They are fixed glass.

Yuck. Don't people want fresh air when it's not really hot or cold? I open mine whenever I can.

We use our attic fan to pull in fresh air every now and then... but not so much in the spring when the pollen is high. Otherwise, we rely on climate control.

I haven't met anyone in a long time without A/C. My mom grew up without it though, as power lines weren't routed through her part of rural Kentucky until 1955.
It's rare to see 75F here, so I doubt any home has central air. I haven't seen any window units either, but could understand someone buying one just for decreasing internal humidity if their house is poorly ventilated.
