Illinois then California win this hands down.
Chicagos Corruption/Illinois corruption will destroy the state soon enough.
Already their Business Climate is 49th in the nation. Illinois is also bleeding massive amounts of residents to neighboring states and the South.
Indiana over the past 20 years has gained over 100,000 people from Illinois. thats 15% of the states population growth lol.

I was going to say NJ until I saw this. Illinois. Courtesy of Blago. And the corrupt Chicago political machine. Hey, I watched "Primal Fear."

Despite the bankruptcy, California is not as corrupt as you think. It's actually one of the least corrupt states in the nation.

Grading the nation: How accountable is your state? | The Center for Public Integrity

According the article, the most corrupt states are Michigan, North Dakota, South Carolina, Virginia, Maine, Wyoming, South Dakota, and Georgia by receiving an F.

Most of it is from Rural Illinois and the Suburbs of Chicago.
Some Southside of Chicago some not.
So in a way you can yes Indiana is getting more corrupt.
But Indiana has more than enough people coming from other areas of the country to drown out the corruption.
