More liberal/accepting cities with lower unemployment rates right now include:

Boston MA
Ann Arbor MI
Minneapolis/St.Paul MN
Burlington VT
Madison WI

You can read actual figures here:

Out of the above, Boston is the most expensive. You might like Minneapolis, which has the highest Somali population in the US. Columbus OH fits the criteria too.

Huntsville, AL has lots of jobs (in general, but definitely a lot if you're an engineer or in another technical field), and it is relatively cheap. It's not common or uncommon to see women wearing the hijab. There are about 10 different women who I see on a regular basis walking the trail where I ride my bicycle who wear it, and their skin colors range from black to white. If I go to the big mall or outdoor shopping center in town most trips I will usually see at least one woman with her head covered. There are two different Islamic centers around town. There may be more those are just the ones I have noticed the signs for while driving.

Now to put that in perspective I would be surprised if there are more than 1000-2000 Muslims in Huntsville, but dark skinned people and women with head-coverings aren't something people here haven't seen previously.

Actually DC is missing and it has a lower unemployment rate than Boston (5.5% versus 5.9%) and would recommend DC over Boston as I find it much more accepting of various races, religions and cultures. Here's the actual link for unemployment rates: Unemployment Rates for Metropolitan Areas

If the OP is looking for a lower cost of living and tolerance it's going to be difficult. Minneapolis-St Paul may have a large Somali Muslim population but would it tend to be insular if one isn't Somali. Focusing on the Maryland suburbs of DC such as Gaithersburg, Beltsville, Hyattsville and Greenbelt would yield some affordable choices for the area (and proximity to jobs) as well as a significantly varied population.

Of all the places for someone to recommend to you, they go with Omaha and Nashville?

Yes, but is about as "lily white" as it gets. It's doubtful a dark-skinned Muslim in traditional attire is going to feel a warm embrace there.

I wouldn't say that it is lily white. There is a long time Black community concentrated on the city's North Side and a Hispanic community that is concentrated on the city's South Side, if I'm not mistaken.

If you go under any city's page on this website, you can view a map with various information, including ethnic percentage for block group.

Omaha, Nebraska...

As of the census[115] of 2010, there were 408,958 people, 162,627 households, and 96,477 families residing in the city. The population density was 3217.9 people per square mile (1242.4/km²). There were 177,518 housing units at an average density of 1396.8 per square mile (539.3/km²). The racial makeup of the city was 73.1% White, 13.7% African American, 0.8% Native American, 2.4% Asian, 0.1% Pacific Islander, 6.9% from other races, and 3.0% from two or more races. Hispanic or Latino of any race were 13.1% of the population. Non-Hispanic Whites were 68.0% of the population in 2010,[116] compared to 87.5% in 1970.[117]

Any major city with a 73 percent White population in the year 2012 should probably be considered "lily-white", particularly since the remaining 27 percent are neatly segregated into separate sides of the city.

Seattle area has most of what the OP wants - lots of jobs, and good-paying ones at that, and open-mindedness. General COL can be high though. Can't have everything.
