Unprecedented copper thefts have spurred a crackdown to stop the damage, as at least 16 states have passed or proposed new laws, and businesses have boosted security and offered bounties for information on the thieves.

HEAVY METAL LARCENY

From January 2006 through March 2007, 270 copper thefts from electric utilities in 42 states have been reported. Where most have occurred:

California: 25
Ohio: 22
Kentucky: 16
Texas: 15
Oklahoma: 13
Michigan: 11
Washington: 11
Indiana: 10
Kansas: 10
Colorado: 9
