I'll up the ante.....Youngstown, OH. In fact, it's so dead that it's incredibly hip! What I mean by that is that the city is completely reinventing itself and it has nowhere to go but up (presumably)! If you went there now you'd be among the first to say you were there before the "boom"......if that boom ever takes place.

I doubt the OP is wanting to live in a crime-ridden hell hole. Brain drain tends to simply mean the location is more blue collar and lacks educated youth. Most of the population does not have a college education and those who do or have any kind of drive generally move elsewhere. There is also the 'unhip' factor that these places havs that drive young people in masse elsewhere.
Detroit proper is a mess—but the suburbs are still extremely affluent and well educated. There’s a lot of competition there. If you’re trying to be big fish in a small pond, Detroit’s probably not the best choice.
